This study is about development aid, or development assistance as it is now called. It traces the Resolution of aid during the post Second World War period, with emphasis on efforts of the international community – providers and recipients alike – during the past 15 years to improve assistance effectiveness. Is writen under the premise that aid effectiveness is a function of both substantive dimensions -concerned with the “what”, “how much”,and “what for” – and process dimensions – the “why” and “how” - behind aid decisions.
