Avaible evidence confirms that subnational governments are able to make significant contributions to development, not only meeting local needs, but also helping to support national objectives. For this to happen, have national governments to develop and adopt intergovernmental frameworks that adequately empower, fund, incentivize and support subnational governments and citizens. All local governments can play a role in the SDGs, but urban areas will be particularly critical as their number, size, importance and challenges multiply. This document states that if localizing the SDGs is critical, a core issue is how to structure intergovernmental systems.
